I have some things I want to do with my 995, so I have a question I need to ask. I am looking for blank Picatinny rail, and I would rather not spend a ton of money on it. Does anyone know of a good source where I can get a decent length (say 15"-18")?

He may have meant "black", in which case he'll have to paint it himself. But yeah ebay is your best bet. There is a seller on ebay called mold99 that makes aluminum 995 parts including various lengths of rails. But they aren't coated or painted, you have to do that yourself.

If I was you I would Spend the 40 dollars and buy the hi point tactical stock. Like you I wanted to mount stuff on my gun but didnt want to risk hurting the factory stock. I now have more ways to mount things and quite frankly I like the better look.
